This HRIA tool and guidance is meant for GIZ project staff and partners who are working on Digital for Development (D4D) projects or other projects that have digital components.
This guidance is not a checklist and it is not a risk assessment in the form of a traffic light, where you will get a green, yellow or red score. Rather, it is intended as substantive guidance for project staff who want to ensure that the digital components of their projects respect human rights.
The overall focus of the tool is to help project staff ensure that the specific digital components do not negatively impact human rights, as well as to ensure that a human rights-based approach (HRBA) is taken to assessing and addressing human rights impacts (see resource below on HRBA)
Throughout the tool you will have to answer a series of questions. In relation to each question there will be further information about the question itself as well as the possible responses. There will also be further resources available for you to read, if you want to know more about topics related to the questions.
Depending on your responses, you will take different paths through the tool as well as receive recommendations and guidance throughout. When you have reached the end of the tool, you will receive the collected recommendations on how to address potential human rights impacts as well as support in how you can prioritize your actions and activities.
